The external environment includes the set of objects surrounding the system that can influence the enterprise's operations, or conversely, the enterprise can affect these objects. Interaction with the external environment can be both active and passive.

Within the framework of the systems approach, an enterprise is a complex system that includes many interconnected elements, such as material resources, human resources, information, technology, and social aspects. For this system to function and develop successfully, close interaction among its internal components and with the external environment is necessary. An important method for ensuring the effective interaction and coordination of these elements is planning.
The Planning System
The systems approach to planning assumes that planning is part of a broader system comprising three main components:
- Input: Information, material, and human resources used to develop the plan.
- Processor: The process of developing the plan, which includes analysis, resource allocation, and task definition.
- Output: The product of the planning system—a document, such as a plan or project, that defines the parameters and behavior of the production system for a specific period.

Enterprise's Functional Program
The enterprise's functional program, within the planning system, is implemented through a management system that monitors the plan's execution and makes adjustments. The management system ensures that the parameters set by the plan are maintained within the required limits, using management methods such as feedback, monitoring, and deviation correction. These control elements ensure the proper functioning of the enterprise under conditions of uncertainty and changes in the external environment, which is a key aspect of management theory.
Theory of Systems Approach and Management
The systems approach and management theory are closely related to the planning process. The systems approach views an enterprise as a system composed of numerous interconnected elements, each of which affects the overall result. Meanwhile, management theory focuses on the decision-making process and organizational actions aimed at achieving goals.
Applying the systems approach in planning helps identify interdependencies between enterprise elements, optimize resource utilization, and minimize risks associated with changes in the external environment.
