# Voting (decision-making)

**Voting** is one of the fundamental mechanisms for collective decision-making, through which participants (decision-makers) express their individual preferences regarding a set of alternatives. A common, collective decision is formed by aggregating these individual preferences.

Voting is used in situations where:

- it is necessary to select one or more alternatives from a given set;
- several individuals (a group, collective, or organization) are involved in making the decision;
- a procedure is required to ensure the fairness, transparency, and validity of the choice.

## The Essence of Voting

Voting is a formalized process of expressing an individual's attitude towards a set of options. Participants in the vote (voters, experts, group members) express their opinions in a prescribed format: by selecting one or more options, ranking them, or rating them.

The outcome of a vote is determined by a specific procedure for aggregating individual votes into a collective decision. The particular procedure depends on the voting rule being used.

## Forms of Voting

There are numerous ways to organize a vote, differing in the form of preference expression:

- Plurality voting — each participant selects one alternative; the one with the most votes wins.
- Cumulative voting — a participant can distribute multiple votes among different options.
- Ranked voting — participants order the options according to their preference.
- Approval voting — participants can approve of any number of options; the one with the most approvals wins.
- Disapproval voting — alternatives rejected by the majority are recorded.

## Preference Aggregation

The aggregation of individual preferences into a group decision can be carried out using various voting rules, each with its own properties, advantages, and limitations. Examples of such rules include:

- simple majority rule;
- plurality rule;
- Borda count (based on ranks);
- Condorcet method (the option that wins in pairwise comparisons);
- Copeland's method, Nanson's method, and others.

The choice of a voting rule is crucial for the outcome and can lead to different results even with the same set of individual preferences.

## Problems of Voting

- Voting procedures are subject to several well-known paradoxes and contradictions that reflect the limitations of formal preference aggregation:
- Condorcet paradox — a situation where collective preferences become cyclical (A is preferred over B, B over C, but C is preferred over A), despite transitive individual preferences.
- The dictator voter paradox — under certain rules, one participant can effectively determine the outcome.
- Impossibility of fair aggregation (Arrow's theorem) — the impossibility of creating a universal voting rule that simultaneously satisfies a set of reasonable conditions (transitivity, independence of irrelevant alternatives, non-dictatorship, etc.).

## Role of Voting in Decision Theory

Within decision theory, voting is considered as:

- a tool for collective choice that allows for the formalization of the agreement process within a group;
- a preference aggregation procedure that reflects the structure of collective opinion;
- a mechanism for finding a compromise, especially in situations with competing interests.
